The Council attaches special priority to the German-style vocational training track (Ausbildung), as the fastest bridge between education and the labor market. The aim is to design joint Syrian-German vocational training programs that produce productive cadres who are able to enter the labor market directly in sectors such as electricity, refrigeration, mechatronics, network maintenance, industrial systems programming, and logistics. The design of these programs is based on specific needs and priorities issued by government institutions and official sources (ministries, public companies, municipalities, and regulatory bodies), as well as the needs of Syrian and German private companies operating in the market. In this way, vocational training becomes a tool to fill specific gaps in the workforce, rather than just a general training activity. The "dual education" model, which combines theoretical training in institutes with practical training in companies and institutions, with joint certificates that are credible in the local and regional labour market, and later opens the door to equivalence or completion of qualification in Germany when needed.
