In higher education, the Council focuses on building structural partnership networks with German universities rather than symbolic or seasonal collaborations.

In higher education, the Council focuses on building structural partnership networks with German universities rather than symbolic or seasonal collaborations. The aim is to establish joint programs (Joint/Dual Degrees), and to establish institutes and colleges in Syria derived from German technical expertise in fields such as mechanical engineering, electrical, information technology, supply chain management, and renewable energy. These entities can be managed according to models of "applied universities" close to the labor market. The German educational system is also used in the governance of education by imparting the principles of academic autonomy, quality assurance, accreditation, and linking the funding of programs to clear outputs in the labour market and scientific research. This is accompanied by a special programme to support university laboratories (hardware, software, and simulation tools) in nationally priority disciplines, linking them to research and development projects with German partners. The Council also adopts a structured scientific exchange agenda that includes:

Short and long-term scholarships for Syrian postgraduate students to Germany.


Hosting German professors and researchers in new or renovated Syrian universities.


Joint research programs in applied artificial intelligence, communications, energy, and resource management.


In this way, applied scientific research becomes part of the cooperation structure, not just a secondary activity, and is directed to serve files such as digital transformation, infrastructure management, and smart agriculture.
