The Council believes that digital transformation is not a separate path from industry, development and education, but rather the thread that connects all sectors.

believes that digital transformation is not a separate path from industry,
development and education, but rather the thread that connects all sectors.
Therefore, the tasks are divided into three axes:
1- Supporting digital transformation in government institutions:
- Assist
ministries, municipalities, and public institutions in automating
services, digitizing procedures, and improving data management.
- Benefit
from German expertise in e-government, digital identity management, and
civil and financial registry systems.
2- Developing the national technical reality and
supporting civil technical organizations within a government program such as
"Zaka":
- Empower
digital innovation incubators and labs, and organizations working in
artificial intelligence, the Internet of Things, and cybersecurity.
- Providing
capacity building programs and seed funding for the tech communities
(developers, young researchers, startups) to become part of the digital
transformation ecosystem and not just a recipient of it.
3- Moving the economy through partnerships with German
tech companies:
- Encouraging
German companies to open branches or development centers in Syria,
especially in software, technical support services, smart call centers,
and testing and verification services.
- Presenting
Syria as a platform for low-cost and highly flexible innovation, while
linking these investments to local vocational and academic pathways, so
that Syrian youth become part of German-European digital value chains.
With this map, the Syrian-German Business Council is working
to build an integrated system: schools that facilitate the return of talent and
produce a digitally conscious generation, universities and institutes that
develop knowledge and research, vocational training that fills the labor market
vacuum, and a digital transformation that leads management and the economy
towards a more efficient and humane model.
